  • Expression of Interest are invited for Recruitment of a Consultant for the Execution Project Management Assistance Mission This involves carrying out the control, coordination and monitoring of the work to establish a flour mill by the company Atlantic Moulin BΓ©nin (AMB) SA in Benin. To this end, the main tasks of the Consultant will include, among other things: 2.1 Administrative tasks - Preparing the report on the reception of the technical installations of the companies in charge of the work on the site; - Establishing the technical acceptance report for the wheat flour production line equipment: from a qualitative (by verifying conformity, type and condition) and quantitative (number) point of view; - Maintaining a site diary signed jointly with the companies in charge of the work, mentioning the significant events in the life of the site; - The organization of receptions (provisional and final) of the works and participation in these receptions; - Preparing reports for receipt of works; - The organization and management of weekly site meetings; - The organization of intermediate technical meetings, depending on the needs or technical difficulties encountered on the site - The drafting and distribution of reports of weekly and technical meetings; - Coordination of the various participants on the site and the execution of all the work; - Drafting the work start-up and end-of-work reports, as well as monthly work progress reports ; - Systematic information from BOAD and AMB SA on the progress and forecast of works and expenses, with indication of notable developments; - Participation in the establishment of possible amendments to contracts concluded with the companies in charge of the work as well as the preparation of additional price schedules; - Verification of invoices relating to payments to the companies in charge of the work; - Examination of complaints from the companies in charge of the work; - Assistance to the company AMB SA for the resolution of disputes; - Establishment of environmental monitoring tools (indicator sheet, environmental dashboard , environmental non-compliance sheet, etc.); - The drafting and notification of service orders and any written notes to the companies in charge of the work, necessary for the proper execution of the work; - Weekly evaluation of compliance with the schedule and proposal to the Project Owner for progress actions . 2.2 Technical tasks Works - Verification and validation/receipt of site installations; - After analysis of existing documents, prescribe additional studies if necessary and assist the company in the development of documents ensuring the quality of the work (PAQ), the safety of people and property (PHS) and compliance with the rules social and environmental; - Verification, validation of the planning and execution plans of the work established by the companies in charge of the work and the suppliers; - Participation in the technical reception of site installations; - Technical acceptance of equipment by verification of conformity from a qualitative (type and condition) and quantitative (number) point of view; - Verification of the work, equipment, materials and control of their implementation in accordance with the contract with the company AMB SA, the approved documents, the required quality specifications and the rules of the art; - Verification of the effective presence of key personnel on the site, in accordance with the offer from the companies in charge of the work; - Monitoring the execution of works in accordance with approved deadlines, execution files, data and contractual plans; - Verification and certification of the general statement established by companies and suppliers; - Assurance of the lifting, without any restriction, of any administrative and technical advice formulated by the Control Mission or the Project Owner throughout the duration of the project; - Control of compliance of the execution of supplies and works with the requirements of the contractual documents, in terms of quality, deadlines and cost; - Control and management of deadlines; - Participation in the choice of technical options for the work; - Organization and participation in provisional and final acceptance of works. - At the end of execution, the collection of plans conforming to execution for the Project Owner's archive file (Executed Works File) 2.3 Environmental and social safeguarding - Regular monitoring of compliance with environmental and social requirements (PGES, Environmental and Social Clauses, Code of Good Conduct) of the site by the companies in charge of the work; - Identification of environmental non-conformities on the site and assistance to the Project Owner, companies and suppliers in decision-making; - Evaluation of the effective implementation of contractual environmental measures and their effectiveness; - Identifying any unforeseen environmental or social impact that may occur during the execution of the work, and rectifying operations accordingly; - Monitoring compliance with employee working conditions (compliance with hygiene, health and safety measures at work). 3 - Number and title of lots Single lot contract 4 - Maximum budget Three hundred and fifty million (350,000,000) FCFA
