Description:
The Government of Benin has embarked on two major reforms toachieve universal access to drinking water and secure the sector-s long-termeconomic viability. These reforms focus on overhauling rural waterinfrastructure management—through strategies, technical guidelines, and thecreation of ANAEPMR—and restructuring urban water services via SONEB. Progressin rural areas has included new policies, investment acceleration, privatesector involvement, and the implementation of Public Service Delegation contracts,with private operators now managing regional water systems. Building on thesesuccesses, the government has initiated urban sector reform, notably creatingthe National Asset-holding Company for the water sector (SoBIE) in April 2024,to further professionalize and improve water service delivery across thecountry.The Government has established a Task Force to reform theurban water sector by analyzing SONEB-s structure and designing a new,transparent institutional framework. This initiative aims to enhancecredibility, mobilize resources, and improve service quality, building onsuccessful rural water reforms. A specialized Consultant firm will support thisprocess, providing financial and sector expertise to guide restructuringefforts and oversee the transition to the new Asset-holding Company, SoBIE,while ensuring effective oversight and cost control during the transition.The overall objective of the mission is to provide technicalassistance to help operationalize the new Asset-holding Company (SoBIE) - whichshould replace ANAEPMR for rural asset-holding, and the part of SONEB (urbanwater utility) that manages urban assets - while providing minimal support forits missions of supervising the affermage (leasing) contracts in progressduring the transition phase.
